The Study On The Relationship Between Fairness And Efficiency In The Income Distribution In China At The Present

Relationship between equality and efficiency is the most important theoretical and practical problem in modernization construction. This paper analyses each schools'equality ideas, efficiency ideas and the relationship between them in each term by the way of historical materialism. It concludes that equality is a compounded concept which content some stratums and angles. It can be researched from the time point and space point. It was the same as the efficiency. The relationship between equality and efficiency is historical. They are uniting in the term of essence and they united in the essence of socialism. Their unity is following: equality is the premise and guarantee for efficiency which is its material basis and condition. However, they are opposite in any time. We can not get the equality at the cost of efficiency, and it is the same in turn. We should strive to acquire the unity between equality and efficiency at the basis of developing productive force.Gini coefficient and TFP are served as the measuring norms of equality and efficiency in the process of canalizing them in the term of quality. The tendency is also analysised. Equality is obviously related to the efficiency.We must take some measures: 1 striving to develop the productive force ; 2 setting up the paper ideal of equality and efficiency for all the member of the country;3 establishing and perfecting socialism market-economic system;4 striving to perfect legal system and ethics education; 5 perfecting market system and ensuring the enterprise to be the subject of market-economy; 6 quickening the reformation pace of economic system and guaranteeing to fulfill the socialism economic rights of the laborer in the country; 7 perfecting the labor force market ;8 breaking the occupations'monopoly; 9 lessening the income gap and delimiting the illegal income, shaping the reasonable income pattern; 10 regulating the income by the way of tax ; 11 establishing and perfecting social safe guarding system; 12 increasing the investment in education ; 13 offering more jobs for members of the country.
