| Finance is the central nervous system of an enterprise. Financial management system is the core of corporate governance and is the important part of enterprise financial management. It plays the role of guide, facilitate and promote towards the financial activities of the enterprise. It is of great significance for the enterprise's survival and development that constitute the financial management system adapt to the development of enterprise.In this paper, a university-run enterprise– China University of Petroleum Holding Ltd(UPCHL)'s financial management system was studied. The UPCHL's financial management status and problems were analyzed. It considers that the current financial management system of UPCHL is not suited to the development of company. Under the guidance of the enterprise financial management system construction theory that investor system, corporate system and the company financial monitoring pattern classification and influencing factors, with the combination of theory and reality, in light of the weakness of the UPCHL's financial budget management, the inefficient use of funds, high cost of production, lagging problems of financial information, etc, the paper established a comprehensive budget management system, centralized and decentralized combination of financial settlement center for the management of the capital, budget and prior and middle combining the control of cost, combining finance, asset management, the integration of office financial information management for the UPCHL.The paper attempt to establish a more complete and suitable financial management system for the present stage of development of the company.The paper considers China's reform of university-run enterprises. It also explores the university-run enterprises'financial management system in the transition process to modern enterprises. It plays positive role in guiding the UPCHL's financial management activities. |
