The timetable of comprehensive opening to the outside world is approaching day by day. As the important content of service, business competition is becoming more and more intense. The intense competition made business take on a tendency as clusters, namely in the development of modern business there is a phenomenon that many enterprises have concentrated in the same area within the same operation and common development, and there is a growing trend, resulting in the term of commercial cluster. Because the research on small and medium commercial enterprise cluster is less, so the paper makes it as the object of study discussing the issues of its formation and competitiveness. On the one hand, it is important for enriching the basic theory of small and medium commercial enterprise cluster and the theory of enterprise competitiveness. On the other hand, it is important for guiding the development of small and medium commercial enterprise cluster and providing the theoretical basis for the Government.The paper is divided into five chapters. First, the author defined the conception of small and medium commercial enterprise cluster. Based on the conception, the author analyzed its characters and modes as well as the cluster effect. Then the paper analyzed its formation causes and the formation conditions. Subsequently, the paper analyzed the competitiveness of small and medium commercial enterprise cluster on the basis of the analysis of cluster competitiveness, and constructed the new Diamond Model of the competitiveness of small and medium commercial enterprise cluster. Based on the new Diamond Model, the paper analyzed the factors impacting the competitiveness of small and medium commercial enterprise cluster and made demonstration by taking Shenyang wu ai market and Beijing metropolitan Commercial Street. Lastly aimed at improving the competition of small and medium commercial enterprise cluster in China, the paper put forward correspond countermeasures.
