The Study Of Chinese High-tech Small And Medium-sized Enterprises Cluster's Generation Mechanism

The high-tech small and medium-sized enterprise plays the vital role to enhance the national technological innovation level and impel the economical development. Many domestic and foreign examples have proven that the cluster is one effective pattern of the high-tech small and medium-sized enterprise survival and development. This paper studies how to construct our national high-tech small and medium-sized enterprise cluster through"Chinese high-tech small and medium-sized enterprise cluster generation mechanism"in three perspectives of macroscopic, intermediate and microscopic level.Based on the theory survey of the high-tech small and medium-sized enterprise cluster, this paper carries on the synthesis fuzzy appraisal and the way that construct the high-tech small and medium-sized enterprise macroscopic generation mechanism in five aspects: the political law environment, the economic environment, the technical environment, the social culture environment as well as the social credit system; carries on the cluster's construction to the intermediate perspective generation mechanism from the value chain, the market demand, the credit mechanism, the self-organization ability, the resources talent, the learning capability as well as the cluster culture mechanism, and proposes the method using the gray fixed weight cluster to choose the enterprise in cluster in intermediate level; researches on the cluster's construction generation mechanism in the intermediate perspective in the three aspects: the technological innovation, the entrepreneur and the knowledge stuff, and constructs the microscopic generation mechanism model, analyzes internal logical relationship of the three factors; finally, carries on the real diagnosis analysis of the high-tech small and medium-sized enterprise cluster of the Zhongguancun science and technology park.The main innovative achievements are described as follows. First, research on the component elements of the generation mechanism to Chinese high-tech small and medium-sized enterprise cluster in the macroscopic, intermediate and microscopic three levels, and try to analyze the relationship of the elements between levels and the elements in one level, construct the generation mechanism of the high tech small and medium-sized enterprise cluster. This is the first research of the cluster generation mechanism in three stratification levels; manifest the thought of system analysis. Specially, the research of the intermediate environment, which has been paid little attention in this theoretical domain before, will provide beneficial experience in this domain in the following research.Second, construct PETSC macroscopic generation mechanism of the high-tech small and medium-sized enterprise, with the emphasis on social credit system study which has been neglected in the macroscopic level before, and make the synthetic fuzzy appraisal to the high tech small and medium-sized enterprise cluster's macroscopic generation mechanism in our country.Third, based on the construction of the high-tech small and medium-sized enterprise in intermediate generation mechanism appraisal model, use the methods of the gray fixed weight cluster etc. to appraise intermediate perspective generation mechanism, identify the enterprises that can generate the cluster, in order to cultivate them in emphasis.Fourth, construct the high-tech small and medium-sized enterprise microscopic generation mechanism model; analyze the logical relationship and the action mechanism to the cluster generation between the technological innovation, the entrepreneur and the knowledge stuff.
