People are the most important factors that affect university administration, which aims at bringing people's subjective initiative into full play. Thus, how to effectively mobilize, develop and improve the staffs subjective initiative and creativity, and establish an effective mechanism that stimulates them, is especially important. Although, at present, many universities have done extensive researches on how to stimulate on cognition limitations level, and have carried out experiments in practice, they are still further discussion. For example, the knowledge of the evident, needing qualities of long effects, temporary effects, moderateness, multiple effects and integrity of the motivation mechanism is still shallow and incomplete. In order to tackle these practical problems, from the stimulation targets-the university staff's point of view, and learning from various modern stimulation theories, this article analyzes the characteristics of the staffs behavior and needs and comes to the conclusion that in order to effectively stimulate university staff, we need to establish a scientific and operational stimulation mechanism and practice a series of flexible stimulation measures, for example, creating a favorable environment for personal environment, building a environment of respecting teachers and promoting academic study, caring for staff's daily and emotional life, emphasizing on humanistic caring. Based on these measures, the construction of a stimulation mechanism targeting college staff should be strengthened, and at the same time, a series of supporting measures such as payment system, democratic administration and participation system, vocational development and training system should be established. Expectedly, through discussion and the construction of a scientific and operational stimulation mechanism, the staffs subjective initiative and creativity can be better mobilized, and their personal goals are in line with the objective of optimizing university human resources. In the final section of this article, it comments on the operational effect of university staff stimulation, and elaborates on the aim, meaning and means of the comments.
