The fulfillment of numerous excellent firms prove that:as a kind of strategic resource to modern enterprise, human resource has become the key factor to a company, and human capital is the power to enterprise development. How to set up scientific and completed Staff Stimulating Regulations (SSR) in order to keep, encourage and evaluate talented staff have become the core content to knowledge-based supervisors.The modus of thesis analysis lies in three means:analysis of documents, analysis of degrees of staff requirements and a conjunction of theories and applications. The analysis of documents is the basis of the context, while the main part is the analysis of present situation of SSR, study, conceiving and a applying guarantee of SSR, which are arranged in Chapter Two, Three, Four and Five respectively. In this part this issue is described as following: At first, the author examined the present situation of SSR in D Exploration and Design Institute (DEDI) and features of the staff's requirements. Later on, it comes up with relevant SSR, including organization designing, layout evaluating and scheming of means of encouraging. To be exact, the expected motivating project includes raise of salary and welfare, promotion of position and title, career development motivation, various extents of training and authorization. Finally, it focuses on the guarantee of the layout of stimulating regulations.The purpose of this issue is to try examining the relationship between SSR and the existing staff managing regulations, and look through the effect of SSR on the staff of DEDI. Furthermore, considering founding human capital and SSR, we can finally set up a new stimulation system that fits the staff of DEDI to motivate personnel correctly and reduce brain drain from very beginning. Besides, it's also a good reference for the layout of SSR in other institutes.
