At present,the main problems of Chinese current system of food safety standards and the legislative status lie in the following five key areas: the lack of comprehensive legislation,the unclear ranks of law, the non-professional maker, the defects of non-international standards,the lack of common use and the lack of retrospective system of food safety standards. The lack of comprehensive legislation means that legislation on food is too general. The unclear ranks of law means the mandatory food safety standards have not been authorized clearly. The non-professional maker means there are too many makers in legislation of food safety standard. The defects of non-international standards means that the domestic food safety standards are far behind the international standard. The lack of common use means the food safety standards are too specialized. The lack of retrospective system means there is a system we need from which we can trace back to the source.In such circumstances, the rest of the world food safety standard system of the state of legislation have great point to our food safety standards system of the state of legislation. Other coutryies' experiece includes CAC food safety standard's comprehnsive legislation, British food comprehensive legislation,Korean food comprehensive legislation, Japanese food comprehensive legislation and European food comprehensive legislation. It also includes the professional makers,scientific procedures,participation in promoting domestic food safety standards internationally, the common use of food safety standard and the food safety standard system of legislative building which can be traced back to from the source.Accordingly, the concrete measures to improve the legislation include :stengthening of comprehensive legislation, as well as that standards for food safety will be transformed into technical regulations for food safety; legislative adjustments of the main standard-setting procedures and the maker of standards; the domestic food safety standards internationalized; legislative perfection measures to improve the generality of the legislation;the retrospective system of legislative building from the source which can be traced back . Strengthening of comprehensive legislation, as well as that mandatory standards for food safety will be transformed into food safety means a list of detailed legislative provisions expanding national food standards system coverge, overage, supplemented by a relatively broad legislation of other food safety standards and to subscribe mandatory standards into technical regulations for food safety;le-gislative adjustments of the main standard-setting procedures and the maker of standards means the perfection of the food safety-related technical committee,the legislative adjustments in the participation of members of the society and through legislative amendments to accelerate the standards revision process; the domestic food safety standards internationalized means strengthening the international standards tracking and research; legislative perfection measures to improve the generality of legislation means putting more emphasis of food safety standards on all food or certain aspect of some types of food; retrospective system of legislative building means to form a security control from a field of to the table.
