With economic globalization, trade liberalization, and the advent of the knowledge-based economy era, performance evaluation is a support system of decision-making and implementing strategy , it has a significant function in the operation of enterprise, and has aroused general concern. Telecom operators enterprises must deal with the crucial issue that establish highly scientific performance measurement system in order to respond to market demand in a timely manner, and improve effective of strategy execution meanwhile found the core competitiveness.This paper takes The Balance Scorecard, Key Performance Indicator, Management By Objective as a guide, embarks from the performance management basic theory, take consummates the achievements management system as the key point, take the telecommunication operation enterprise as the research object, how by satisfies the market demand well in the fierce competition, unceasingly enhances the implementation of the enterprise strategy and the core competitive ability, establish a scientific performance management system for the core content. Combining telecommunication operation enterprise CUS company performance management present situation and the question, the synthesis utilizes BSC, KPI, MBO three theories, the performance management system optimization methods and measures, simultaneously, on how to build a business and strategic objectives in line with, and supporting enterprise management, effective to facilitate and promote the development of performance management systems was discussed.By conducting a case study for CUS Company, this dissertation has related the abstract theory to practical work. The improved performance management system will further accelerate the improvement of overall performance. Although this study only gives advices to a particular company, its methodologies for setting up an efficient performance system can be used by many other businesses as well.
