Land-reclamation is one of the important methods for people to expand the living space to the sea. Nowadays in China, the economy develops fast, but the land resources are out of requirement. Undoubtedly, the land-reclamation is the vital way for the coastal area to get the land. It brings significant influence in the social, economical fields. However, we cannot ignore the negative effect of the land-reclamation. As the owner of the sea, the State should have an effective administration and macro-adjustment to the land-reclamation construction.Land-reclamation belongs to the scope of sea area management, and also has a close relationship with city-planning and land management. The sea area of our country is owned by the State, which is different from the western countries. we can use the advanced foreign experiences for reference, but we cannot wholly copy. The start of China's sea area management is later than other countries, and now China has established a management system frame including marine functional division, sea area belonging management and sea area use. But the law and management system has some deficiencies, which makes the government feel helpless in the management of sea area administration. In recent years, many land-reclamation constructions startup in coastal areas, and the government should improve his administrative efficiency, study the new problem occurred in the field, and strengthen its management to the see area.This thesis states the basic content and concepts of the sea area use management system, analysts the existing problems in the present situation of the land-reclamation and sea area management system. Combined with the practical methods of Tianjin Harbor Industrial Park and other areas in the management of the sea area use, this thesis sums up some practical experiences, gives some measures to solve the problems in the sea area management system. Among them, this thesis emphasizes the linking-up of sea area use rights and land use rights, sea area provide means, compensation to the fishermen, etc., brings forward some new ideas in updating the management of the sea area use.This thesis brings new ideas to the management of land-reclamation, provide the new concept and new method to strengthen the sea area management for the government.
