Under the tremendous pressure of rapid economic development and growing population,people's demand for land and space is increasing.Land and space resources are increasingly in short supply,and land costs are rising.In inland areas Land use density is increasing.People are starting to expand land by reclaiming the sea.The reclamation of the ocean space have become one of the important ways for the coastal areas of various countries to expand land space and ease the contradiction between human and land.However,at present,the management system of China's sea areas is not perfect.There are many controversial issues in the convergence between land reclamation and terrestrial land management.Based on the current status of China's land reclamation related literature and relevant theories,this paper proposes the existence of convergence between land reclamation and terrestrial land management in China.Based on the comparison of similarities and differences between terrestrial land management and sea area management,this paper finds the problem of land reclamation between land management,like incomplete land reclamation management,the lack of connection with land use planning,the unclear provisions on the conversion of sea use rights to land use rights,and the unreasonable use of the charge foe sea.As the circumstances may require,this paper try to propose solutions,likes the convergence of marine functional zoning and land use planning,the promotion of the "through train" system for land reclamation,and a reasonable solution for the use of the charge foe sea through the evaluation of the value of the sea resources surrounding the land reclamation.
