| With the development of highway enterprise in our country ,safe in production and management that based upon human beings is becoming one of the most important work .When there has not a suit of practiced methods in safety production and management on our country's highway project kingdom ,a relevant method of entering system and building safety production system in its has becoming a content which need to be solved.According to relevant cord and working regulations ,introduced the construction procedure and the whole proceeding of supervising of safe production and elaborated the characteristic ,function ,objective ,foundation and content of safe supervising proceedings in highway project .Following the point of dialectics of nature, framework of safety system engineering, FIDIC item and occupational health and safety management systems, supervision for freeway engineering safety is analysised systematicly, appoint of construct safe production system for highway engineering supervision is advanced, besides control procedure and checkprogram are formulated. Models of supervision system is build with supervision project of the highway conducted from Mongolia Hohhot to Jining. In its phased actualize process, expatiate and analyse processed in contract negotiating, construction preparation period, construction stage, defects liability period, complete stage fractionation.Due to the analysis result from demonstration research, in order to improve the supervision level of safe production, prevention of fatal casualties, the first is the normalization and standardization of safety supervision, which was followed by the ensure the made and implement of measurement. The 3rd is the establishment of feasible test programme and effective process control that sustainable development will be made to count the changing conditions of optimal point and weakness of safety supervision. At last, implementing defect liability ensures closure and consummate of safety supervision system. |
