With the knowledge-economy arriving and humanist concept deepening, all of the various managers attach more importance to molding enterprise's competitive advantage by reinforcing human resources management. How to choose the right people with good management has been an endless discussion. Known as the "Father of the competency research," the well-known U.S. psychologist takes competency as human resources management breakthrough point and impels the scholars to study the competency model based on competency theory. The numerous researches discovered that the core specialty and the skill the enterprise staffs hold include not only the knowledge and the skill, but also their potential driving and personal characteristics demonstrated by other ways. The staff competency is the intrinsic power fountainhead which causes the staff to produce the high performance.Theoretically speaking, the high competency employee ought to produce the high performance. However, some problems have appeared when competency model applied in human resources management practices. Particularly the employees who have competency in some areas are short of action, the achievements are not prominent in the practical, and the staff competency model has not displayed according to the expectation. The reasons are that the staff behaviors have been guided correctly and the staff behavior have not combined to enterprise practice. The author hold the view that the organization mechanism is the platform, the human resources systems are the security, and staff's behavior is the really mean realizing high performance ultimately. The competency model application must adhere to the correct orientation combined with enterprise.The research on behavior orientation of staff competency model has first affirmed competency model's accuracy based on competency theory, analyzed behavior driving relations between the competency model essential factor and the behavior, defined and described the competency items by behavior characteristic, and realized staff individual performance through staff's concrete behavior. However, there is a gap between staff's actual competency and the standard staff's of work requirements. The realization of staff performance relies on behavior guidance through the"competency- behavior-performance"principal chain. As for the competency guidance role of the staff will depend on behavior analysis shown out by employee competency through vector theory, and the vector balance realizes through achieving the person and the post match, the post and person match, then the staff actual competency will reach the standard competency under the guidance of behavior. The behavior orientation practice based on the staff competency model is another advanced tool in enterprise human resources management, and it has provided a new breakthrough point and perspective for human resources management. It can promote the staff performance and powerfully mold enterprise core competitiveness to guide the staff actual competency.
