The development and the implementation of marine high-tech standards is the prerequisite for enhancing the additional value of science and technology in marine economy. Furthermore, it gives technical support for developing china's marine economy by leaps and for building marine powerful country. Recently, the development of marine high-tech standard has become an urgent need to catch up with the developed countries and to promote oceanic high-tech industry. Owing to institutional and historical reasons, many problems such as scope, time, cost, quality, and so on which exist in the project of marine high-tech standards has restricted the development and implementation of our national high-tech standards.Project management theory, which originated from the Second World War, developed during the 1930s, is an advanced management theory. It researches on the management of specific projects by quaiitative and quantitative analysis, and introduces advanced management concept and method into daily management. These ways greatly improve the efficiency of project management. As a subject, project management theory has mature theory foundation and method system. It has played an important role in practical project management. At present, there is no more research on project management of marine high-tech standards from domestic and abroad. However, as a project of scientific research, the formulation of the marine high-tech standards has technical feasibility and maneuverability in the process of management by the theory and method of project management. Therefore, in view of the present situation of such project management, introducing the advanced project management theory and method will enhance management efficiency of national marine high-tech standard project, normalize and implement national marine high-tech standards, and propel national marine high-tech to be scientific and standardized.This thesis, based on analysis of the characteristics of marine high-tech standards and the actual management environment of marine high-tech standards project, using modern project management techniques and methods, optimizes resources allocation in the process of standards formulation and issuance, and explores standardized project management optimization mode under the various restricted conditions of the scope, time, cost and quality. It also puts forward the specific project management proposal and the problems, which should be paid attention to. This thesis has considerable reference and application value in solving problem caused by poor management in implementing process, and it will help to guarantee the management quality of marine high-tech standards, improve the efficiency, shorten the cycle of standards formulation, enhance the standards' technical level, reasonably utilize the resources as well as improve our ability to participate in the formulation of oceanic international standards, thereby providing a rapid and healthy development in marine high-tech standardization.The thesis is structured as follows:The preface introduces the background of marine high-tech standards project management and the significance of the topic, analyzes the problems existed in the project as well as some main contents and technical methods.The first part is a summary of oceanic standardization and project management theory. It expatiates on the concept of the standard, standardization and project management, and introduces the status quo of domestic and overseas theory research and application.Part two: The feasibility analysis of implementing project management on marine high-tech standards protect.Part three: Environmental factors analysis of marine high-tech standards project management. Mainly includes the project life cycle, the project stakeholders and Enterprise Environmental Factors.Part four: The research of marine high-tech standards project management mode. Based on the discussion of scope management, time management, cost management, quality management, as well as integration management, a STCQI model has been constructed for the marine high-tech standards project management.Part five: Some issues in marine high-tech standards project management. These mainly include human resources, risk management and communication.Part six: Conclusion. It is an evaluation of this standardization management mode. The advantages and disadvantages of the model as well as the further research directions are discussed.
