The High-tech Zone Of High-tech Projects Cost Management Research In China

In new century, the development of China’s booming high-tech industrydepends on54national high-tech industrial development zones. It is increasinglyrelated to the innovation of China’s technology industry and economic development,which is of great significance. However, in China’s high-tech project management ofthe high-tech zones, it is lack of awareness, tools, and technology of costmanagement, meanwhile, scientific and effective management methods and modelsare not enough, which directly restricts the development and expansion of high-techindustry. So, how to optimize our high-tech project cost management functions ofhigh-tech zones through effective cost control and improve the management ofhigh-tech projects has become a major problem of various high-tech industrydevelopment zones.First, the paper analyses the project cost management, especially domestic andforeign present research results of high-tech project cost management, then itreviewed the theory of the project cost management based on these analysis. Second,it analyses current condition and problems of high-tech project cost management ofnational high-tech zone. Again, it studied the high-tech project cost managementmodels of the high-tech zone, introduced the concept of full cost management, anddiscussed key points and calculation methods of the full cost management.Finally, on the basement of the current analysis of being innovation of projectcost management, I designed a high-tech project cost management system ofhigh-tech zone. Adopting high-tech project cost management of high-tech zone basedon the full cost management proposed by the paper, could save the cost of the projectto carry out the project, while change the traditional model of management ofhigh-tech zones, which makes one-time cost management turn into project trackingand monitoring the whole process cost management, turning narrow cost managementinto full-cost management, turning bearing project units’ single management intohigh-tech zone project undertaking unit to participate in the project cost management,turning cost accounting after the project into whole process cost management during the implementation process, which makes high-tech project management of high-techzones more standardized, scientific reasonable and fine.
