Since the1990s, the marine economy develops rapidly, and the spillover effect ofthe Marine high-tech industry cluster is an important influence factor. The marinehigh-tech industry was considered as the eighth national high technology research anddevelopment program (863plan) in1996, and became the new growth point ofeconomic development. The research of the spillover effect of marine high-techindustry cluster has strong theoretical and realistic significance to guide oceandistribution reasonably, promote the Marine hi-tech industry development, further topromote the development of whole marine economy.According to the role division of government, now there are general twodevelopment modes of industrial cluster at home and abroad, spontaneous cluster andgovernment leading clusters. As high-tech industry cluster is concerned, it usuallyprefers to guide by the government in developing countries, which is the main modeof the marine high-tech industry cluster in our country at present. To be specific, ourcountry mainly relies on the platform of high-tech industrial park to construct themarine high-tech industrial base.Based on the summarization of previous research results, and industrial clusterthe spillover effects theory, this paper analyzes the spillover effect and the in theory.The marine high-tech industry cluster regards the high-tech industry as leadingindustry, its main overflow approaches are technology overflow and economicoverflow.On the basis of theoretical analysis and Douglas production function, the marineindustry department is divided into the high and new technology industry departmentsand the none high and new technology industry department. This paper bringstechnology overflow to the Philippines model, through the model hypothesis and thederivation, to construct marine economic system spillover effects of the modelcontaining technology overflow and economic overflow. The technology input and marine high-tech industry output are considered as influence factor and bring into theproduction function, so as to derive the overflow of marine high-tech industry clusteroverflow to the marine industry. Through further analysis of the total, the paper getsthe overflow of marine high-tech industry cluster overflow to the marine industry, andcan get the productivity elements differences of the two departments. Philip’s model isbetter to measure the spillover effects of the industrial clusters, but it also ignores alagging effect. In order to make up for the defect, this paper constructs simultaneousequations model aiming at the lagging of spillover effects, so as to analyze the laggingof the marine high-tech industry cluster spillover effect extensively.Through empirical analysis, this paper can reach the following conclusion. First,the marine high-tech industry cluster has obvious spillover effect to the whole marineindustry department and the marine none high-tech industry departments, and thelatter spillover effects is more than the former. Second, the productivity factors of themarine high-tech industry are much higher than the marine none high-tech industry.Third, the marine industry and the marine none high-tech industry have mutualspillover effects, while the marine high-tech industry has little effect with the laggingof spillover effects. For the reasons, on the one hand, the available data year is short,so it can’t support number larger lag analysis. On the other hand, the marine high-techindustry is on the initial stage, its spillover effect for other sectors has not given fullplaying, so as to make the lag spillover effect is not significant.Though the marine high-tech industry cluster is still in its infancy in our country,its spillover effect to the Marine economy and other Marine industry is preliminaryappearing. If the marine high-tech industry gets reasonable guide, play its spillovereffect, it can provide guarantee for the continuous economic development in ourcountry.
