In recent years,with the development of the national economy and the enhance of comprehensive strength,promote the development of urban-rural integration..But also produced a series of problems,such as,environmental degradation,regional characteristics disappeared.People began to yearn for pastoral life with serenity and peace.At the same time,the government attached importance to rural development,hoping to change the agricultural supply-side structural through a new platform,so that the traditional single agricultural production will change to the comprehensive development direction.Rural complex has showed up under this situation,and integrates many functions,such as agricultural production,sightseeing tourism,rural community,and so on.Rural complex can meet the development needs of modern agriculture and rural tourism.We have to know "rural complex" is a new vocabulary created by China,and related academic researches and systemic theories are not so abundant or even still.Therefore,it is meaningful and valuable to study how to develop rural complex.In this paper,using the methods of literature research,normative research,investigation and others,the concept of pastoral complex is defined.,and combined with the actual planning case of rural complex in Zhejiang Province,then analyzes and summarizes the development types of Zhejiang rural complex.On this basis,the paper puts forward the planning suggestions and safeguard measures in the development of Zhejiang rural complex.Firstly,after finishing and thinking through access to relevant information and documentation,the concept of the rural complex is defined.And distinguishes it with the related concept,such as HOPSCA,rural tourism complex,and so on.Then combs its related theory and development course,and systematic expounds its from core value,composition system,main characteristic and industrial structure.Secondly,the development modes of rural complex is studied.Then writer analyses the development status of rural complex in Zhejiang province,and pointed out that the influence factors are resource and location.Based on this,the development modes divided into three types,as follows: characteristic of resource driven,characteristic industry driven and tourist driven.Then it discusses the development characteristics and operation strategies of each model by combing the actual cases of Zhoushan Dinghai,Jiaxing Xincheng town,Deqing Xiazhu Lake,Thirdly,practice and exploration on planning rural complex in Zhejiang province,from this aspects hen writing in corresponding planning.Finally puts forward the safeguard measures from the aspects of organiof production system,industrial system,management system,ecological system and service system.Tzation and coordination,capital investment,policy support,personnel training and examination and supervision.
