Research On Assessment System Of Science And Technology Business Incubator And Empirical Analysis

Science and technology business incubator through the provision of an entrepreneurial place, an environment for high-tech enterprises, and to participate in business management, services, financial intermediation and other support greatly reduced the entrepreneurial risk of high-tech enterprises, and improve the science and technology Venture's survival rate and success rate. Guidance and supporting by the ministry of science and technology, China has 548 science and technology business incubators in 2006, and the mount of our incubator is the 2nd. Compared to the quick development of science and technology the past 20 years, incubator related studies are relatively lagging behind. At present, more and more people pay attention to the incubator evaluation, because of the lack of systematic evaluation, every incubators and administration departments are not available for decision-making related news, and the rapid expansion of the incubator may have caused huge waste of resources, and so on. In view of this, as soon as possible to resolve the problems faced by the current theory and the business community, establishing a scientific and systematic evaluation system of the incubator is not only necessary but also a very urgent matter.In the course of writing this article combines qualitative and quantitative method, empirical and normal analysis, using as more comprehensive as possible to research about evaluation system of science and technology business incubator in order to make research content with a high reference value. From the above research it can provide scientific judgment for the development of the science and technology business incubator, and also give some methods or suggestions for evaluation and research of incubator.This paper is divided into eight chapters. The first chapter is the introduction, it discusses the background and meaning of the research, introduces the origin and development of the incubator, and emphatically analyzes correlated study trend at home and abroad. The second chapter is a fairly comprehensive analysis on factors of effective operation influencing in science and technology business incubator from outside to inside and it discusses thinking way of evaluation incubator. The third chapter studies the core (i.e. providing status of incubation service) of incubator's operation, and it evaluates to incubation ability by Grey Multi-hierarchical Evaluation Method. Chapter IV evaluates operational efficiency of science and technology business incubator using DEA model. The computing results of this model can provide a more reliable decision-making for incubators which are not high about operational efficiency. In chapter V, service ability and operational efficiency are treated as two indictors; it evaluates comprehensive ability of incubator through artificial neural network evaluation method. Chapter VI which selects 20 science and technology business incubators in Xi'an is empirical research, it compares from the three aspects that different time of establishment, different properties of units and different authority. Chapter VII summarizes up the existing problem in operational process of incubator and analyzes the crux of the problem. Finally, suggestions to solution problem are made. The last chapter of this paper is the conclusion.
