Research On Evaluation And Promotion Of Operation Efficiency Of Science And Technology Business Incubator In China

In 1897,the first technology business incubator was born in China.In the past 30 years,with the rapid development of social economy in China,China's science and technology business incubators not only expand year by year in scale,but also increase in incubation efficiency.Science and technology business incubator effectively improves the survival rate of start-ups through the incubation of start-ups.It not only promotes employment,but also promotes economic growth.Its economic and social significance is very important.With the rapid development of science and technology,science and technology business incubator,as an important part of the national innovation system,has laid a solid foundation for promoting China to achieve the strategic goal of building an innovative country.Especially in September 2014,the Chinese voice of "mass entrepreneurship and innovation" delivered by Premier Li Keqiang at the world economic forum attracted widespread attention and set off a wave of entrepreneurship throughout the country.With China's economic and social development entering the new normal,incubators play a more and more important role in promoting scientific and technological innovation,and their operating efficiency directly affects the growth and development of start-up technology enterprises.This will play a great role in promoting the vitality of market economy under the new normal of economy,which is worthy of attention and research.However,from the current research situation,the domestic scholars' research on the operation efficiency of science and technology business incubators in China still needs to be supplemented and strengthened.Most scholars are still focused on qualitative research,and effective quantitative analysis is less.Therefore,this paper analyzes the operation efficiency of China's science and technology business incubator by building a Three-stage DEA model.First of all,this paper further clarifies the economic value and social significance of science and technology business incubator by combing its development process.Next,it systematically combs the related literature about the research of science and technology business incubator at home and abroad,summarizes the theoretical basis involved in this study,analyzes and discusses the current situation of China's science and technology business incubator by using relevant theories,and studies the existing problems of China's science and technology business incubator.After comprehensively considering the impact of environmental factors on the operation efficiency of incubators,this paper constructs the evaluation index system of the operation efficiency of incubators from the perspective of input-output,and selects the Three-stage DEA model as the analysis method to conduct an empirical study on the operation efficiency of science and technology business incubators in various regions of China from 2014 to 2018,and comprehensively analyzes the specific results of the operation efficiency.Finally,based on the above conclusions,in order to improve the operation efficiency of China's science and technology business incubators,the paper puts forward countermeasures and suggestions including "three plus",that is,to accelerate the coordinated development of China's science and technology business incubators,to speed up the improvement of China's science and technology business incubator service system,and to strengthen the evaluation of China's science and technology business incubator operation efficiency.
