Technology Business Incubators (TBIs) are benefit to facilitate technology transfer, nurture New Technology-based Firms (NTBFs), and cultivate entrepreneurs and entrepreneurship. Especially, developing University Technology Business Incubators (UTBIs) is relevant to help universities exert their social service function. UTBIs are usually confused with University Science Parks (USPs) or Hi-tech Innovation Service Centers (HISCs). At present, there're only two sets of assessment indictors system, i.e. about National HISCs which is stipulated by the Ministry of Science and Technology, and about National USPs which is stipulated by the Ministry of Education. On the country, there is lack of assessment and research on UTBIs. This dissertation aims to research and ascertain the assessment factors of UTBIs. After detailed analysis on characteristics and developing level of our UTBIs, according to fundamental of Delphi Method, 12 representative experts discussed and justified 42 assessment factors which are aggregated and grouped from relevant literature, and made a necessary supplement. Embodied experts'opinions with the iteration method, the expected UTBIs'assessment model which is composed of 23 factors is presented. The aforesaid 23 factors are analyzed by using the Organization Theory, and then UTBIs'Incubation Model is built. By using the Analysis Hierarchy Process (AHP), the 23 factors'weighing is obtained. After charted Pareto diagram, the final 15 factors of assessing UTBIs are picked out. Investigated further, due to lack of sufficient samples'data and comparable and verification analysis, qualitative analysis is the mainly assessment of UTBIs. Furthermore, since being at initial stage, the assessing purpose is to promote UTBIs'development, UTBIs should be assessed mainly on their incubation measures, so, ideal survival rate and growth rate may be obtained by means of UTBIs'effective incubation measures. Proved by theoretical analysis and our UTBIs'actual operation, UTBIs should be assessed on 3 incubation measures, i.e. cultivating entrepreneurship, establishing the shared platform, and building communication network. The issue is realistic significance, since this dissertation aims to highlight the weakness of our universities'technology transfer, distinguish UTBIs from USPs and HISCs, and research UTBIs'assessment factors. The method of choosing assessment factors is scientific and instructive, for applying Organization Theory and AHP to establish an UTBIs'Incubation Model, and to obtain the optimized assessing factors. The conclusion is demonstrative and oriented, because this article investigates the development of UTBIs, and emphasizes the need of assessing incubation measures and pushes benchmark management.
