Research On Management Performance Improvement And Appraisal Of Agent Construction Project

Agent construction system is to choose the specialized project management company by bidding, who shall construct the project, control the cost,quality and duration of the project effectively, and finally transfer it to operating unit. The implementation of agent construction system has reduced the defects of traditional implementation way of government-invested project, and played an active role in improving the performance of project management. After a long time's exploration, we have got some useful experiences. But there are still some problems. It is necessary to find ways to improve the management performance of agent construction project and grasp the key point——performance appraisal——during the process of continuous improvement of management performance. Then the continuous improvement of agent construction project management performance can be realized through the cycle between performance improvement and performance appraisal.This thesis systematically reviewes the study on project management performance at home and abroad from performance improvement and appraisal respectively. Performance improvement ways are mainly bases on economics paradigm and management paradigm. Through analyzing the relationship between project governance and project management, it is found that they are two aspects influencing project management performance. Project governance is talked about from the institutional level, while project management is from the management level. Combining the two, we can place governance target of project value on a solid foundation. According to problems existed in the implementation of agent construction system, it is put forward that the performance improvement framework shall be built from the two aspects as followed: project governance and project management. Based on management paradigm, systematic ways of improving the performance are put forward as following: building up models of the formation and realization of the core value of government investment project, realizing the continuous improvement of agent construction project management performance based on benchmarking, and carrying on life cycle integrated management of agent construction project. From economics paradigm, the governance framework of management performance of agent construction system is constructed, including: mechanism of risk allocation based on the allocation of the ownership of project, mechanism of payment based on the allocation of the ownership and risk of project, mechanism of agent selection based on reputation and mechanism of supervision.The research on performance appraisal is mainly about appraisal index and evaluation method. Referencing the knowledge relating on performance appraisal of project management, the appraisal index system of management performance of agent construction project is conducted, considering project stakeholders and influence factors of agent construction project. The appraisal index system conclude two module: one is process performance, the other is result performance. Based on benchmarking, management performance appraisal model is established.
