Research On The Strategic Positioning And Strategic Distribution Of Civil Airports In Tibet

Since the beginning of reform and opening up,there is a rapid economic and social development of Tibet, and so is a great increase in the demand for air transportation.In order to meet the requirements of civil aviation transportation development, many civil airports will be constructed or expanded.As one kind of the important transport infrastructure,the operation of civil airports are character both with business and obvious social utility.So,how to position them accurately,and how to distribute them,which is the key for the development of Tibet airports ,even of Tibet civil aviation, became a hard problem.The author starts the analysis with the current situation,discusses about the base and the existing problems for the civil aviation.Then,he analyzes the external strategy environment faced by the airports from four aspects:the political environment,economic environment, social environment and integrated transport environment.With the field investigation, considering a variety of factors,the author improves the traditional forecasting methods, and gets a more scientific forecasting result.After the discussion about the external strategy environment and the demand forecast,the author points out the basic aspects for strategic positioning of region airports,which is the strategic function, the development direction and the economy of the airports. In the strategic functions,the airports are positioned as the key for the development of Tibet economy ,the key hub of the Integrated transportation system of Tibet ,the main window for opening up,and the guarantee for security of the southwest area in China;in the development mode,they are positioned as a hub-spoke network airports system;in the economy,they are all positioned as nonprofit airports.At the end of this paper,the anthor establishs the general development concept,the distribution goals , and the basic principles for strategic distribution of Tibet airports,and then he gives the preliminary planning vision of Tibet's airports and also a series of related policies and measures.
