The tense circumstance of coal-fuel supply-demand and its rapid increase in price make a great challenge to LiaoCheng power plant in remaining and improving its value and keeping normal development. It is the important way of reducing raw material costs and enhancing core competitiveness for enterprises to improve its purchasing management. Therefore, the purchasing activities of power enterprises will be strengthened, and the work about purchasing will be more canonical and strict. As for LiaoCheng power plant, the management of purchasing has already been a hot issue.Through studying on the modern strategic purchasing theory deeply, this paper constructs the evaluation index system of fuel suppliers for power plants. In addition, it proposes an TOPSIS evaluation method based on the entropy and a mathematic programming model of optimizing coal-fuel structure. Then, on the basis of analyzing actuality of purchasing management in LiaoCheng power plant, this paper makes an empirical study of the purchasing management by resorting to the implementing framework of strategic purchasing and puts forward some countermeasures.
