The colliery safety in China is an extremely urgent issue at present, especially the frequent occurrence of fatal accidents in recent years, which has brought great losses to state property and posed a serious threat to the people's lives. It is of great practical significance to study the causes of colliery accidents in order to prevent them from happening. A review is made about the present study on the causes of colliery accidents at home and abroad. From the perspective of organization and management, this thesis intends to explore the causes of colliery accidents, construct a structural equation model, and make a quantitative analysis to reveal the interrelationship between the factors resulting in the failures of organization and management. The contents and main conclusions are as follows:1. Analyzing the three high incidence periods of colliery accidents since the founding of China and their causes, this thesis reveals that organization and management failures are the the deeper causes of the colliery accidents.2. This thesis proposes investigating the environmental factors that are influencing organization and management from the following four aspects, i.e. production conditions, organizational norms, organizational culture and external supervision, then analyzing the interrelationship between the factors resulting in the failures of organization and management through the variables of the ability of managers,constructs the model for the failures in organization and management, and then makes some hypotheses.3. Through the variables design process, hypotheses are converted to a questionnaire on the assumption that all issues, analyzing and verifying on the effectiveness and reliability of the questionnaire, finally the author establishes a formal survey questionnaire.4. On the basis of the questionnaire survey, the author found that production conditions, organization norms and organizational culture have a significant positive impact on the managers'basic ability. The production conditions have a significant negative impact on the capacity of managers in dealing with incidents, the better mine's conditions, the weaker capacity of managers in dealing with the accident; Organization norms, organizational culture and the managers'basic ability have a significant positive impact on the capacity of managers in dealing with incidents; On the contrary, the capacity of managers in dealing with incidents have a significant negative affects; The managers'basic ability do not have a significant positive impact on the organization and management failures.In this paper, the research results for the coal mine accident prevention strategy and the formulation of measures to provide a theoretical support.
