Research On The Problem Of Supply Agents Imbalance Of Rural Pubilc Products And Its Policy

Provision of rural public products has become a key to solving "the three agricultural problems," creating socialistic new countryside and constructing harmonious society. However, for a long time, the system of rural public products provision has not been perfect. Because of the limited financial ability and ineffectiveness of the government, governmental supply gets into trouble, which leads to the problems of insufficient supply, low-efficiency and structural imbalance of public products, thus hindering development of agriculture, prosperity of countryside and affluence of peasants. Aiming at the problems of rural public products provision, this thesis applies multi-center theory and governance theory to analyze and do research on the case of present situation of S town's public products supply. It turns out that imbalance of rural public products supply agents is the fundamental reason of the above problems. In this thesis, the author proposes the idea of multi-agent supply and discusses the supply scope of various agents whose advantages and disadvantages are also analyzed. Government-centered competition-cooperation relationship is advocated. As for how to establish proper administrative system to ensure the proficiency of multi-agent supply, the author comes up with policy suggestions. This thesis can be divided into the following chapters: the first chapter is a review and assessment of the present research, and expound theoretical and realistic significance of the question for discussion. In second chapter, the author defines the related concepts of rural public products and makes theoretical analysis of rural products supply. The third chapter is a historical analysis of rural public products supply agents in our country. The author makes a thorough research of the agents supply situation in the periods of traditional agricultural society, people community stage and the stage of household contract responsibility system. According to the result of the research, the author holds that although some formal changes of rural public products supply agents has taken place in this three periods, supplying of other supply agents has appeared. Taking the present situation of S town's public products supply which is proved by research statistics for example, the author makes a cause analysis and points out that supply agents imbalance is the fundamental cause of rural public products supply problems. In the fourth chapter, the author proposes the idea of multi-agent supply. It analyzed the supply scope, advantages and limitation of various agents. Since different agents have different function orientation, responsibility range and supplying task, the author advocates that the various agents should support each other so as to optimize the rural public products supply. The fifth chapter is some policy suggestions on how to improve supply agents diversity of rural public products. The solution is to strengthen the legal system so as to provide a good environment for other supply agents and to cultivate new supply agents. The sixth chapter is the conclusion of the thesis's main point. It holds that the system of supply agents diversity of rural public products can lighten the pressure of governmental supply, on the other hand, it can reflect the true partiality of farmers. The system respects the subjective position of farmers and enables the participation of individual enterprise and nongovernmental organization, thus various agents form a fine relationship of mutual promotion of cooperation and competition, which is benefit to the proficiency of rural public products supply.
