Research On The Analysis And Countermeasures Of Rural Labor Export Of Hohhot, Inner Mongolia

Accelerating rural labors export is an important way to adjust rural economic construction, support employment opportunities for farmers and increase farmers'income. Accelerating rural labors export is very necessary to improve the overall farmers'quality and develop human resources of the rural areas, and it's also good for the development of the urban and rural society, and finally speeds up modernization process in rural areas. Hohhot is the capital of Inner Mongolia. It's located in the western areas of China. In recent years, the economic and urban construction of Hohhot has developed rapidly. The growth of industrial added value has ranked forefront among 42 cities for five consecutive years. In the next five years, the growth of industrial added value will be increased by the rate of over 30% per year; the urban area will be increased by the rate of 10% per year. In this context, the rural labors of Hohhot will inevitably large surplus, which will be transformed. Based on literature studies, field investigation and statistical analysis, this thesis analyses the present condition of rural labors output in Hohhot. Through analyzing the limiting factors and the positive or negative influence of rural labors export for the economic society, this thesis calculates the total amount of the transfer of rural labor output and analyses the constraints of the transfer of rural labor in Hohhot.In the end, this thesis advice that as the capital of Inner Mongolia, Hohhot should adopt a three-step strategy in the terms of the export of the rural labor model. The three-step strategy means strengthening drumbeating, encouraging farmers to work out of the rural, increasing financial support to increase levels of employment, and strengthening management services to achieve a planned and organized output.
