This paper has compared the production status of producer services during China, the United States and Japan. And it concluded that China's producer services is on the low level, but the pace of development is better than other countries.This paper said that the reasons for the relatively low level of producer services of China are that the infrastructure is relatively short: As a technology and knowledge-intensive industry, there must be a long-term basis in order to establish the development of producer services. It is necessary to require employees with a solid theoretical foundation, and also with a solid practical experience, and these must be the accumulation of time and the government for the protection of education input. However, the current situation of China's education can not meet such requirements, investment in education is still less than the world's average level of 4%. This will definitely affect the production of the development of the service industry;The industrial structure is relatively irrational, the secondary industry is far greater than the proportion of the tertiary industry; The constraints facters are relatively much more: the majority of the prices are still decided in monopoly sectors, the basic role of the market and the law of value can not afford any role.On how to develop our country's producer services, the paper gived out the relevant policy recommendations, basing on the government, the market, the talent, the regional coordination and the core competitiveness of producer services industry.Accelerate the building of a market economy, monopoly industries timely reform. Fully utilize and guide private capital to participate in China's production of the development of service industries. A non-basic services industry "government regulation, market-oriented" resource allocation model. Further increase the production of internal and the openness of the service industry, make full use of various channels to guide elements gathered in the modern service industries, and promote the production of industrial optimization and upgrading services;Make plans to encourage and support the production of the service industry. In the policy measures, fulfill implemented tax incentives, loan discount reduction, trade associations support and policy guidance tilt. So as to establish a group of core competitiveness of productive service. Relying on market economy, and actively improve the market mechanism, speed up the completion of the monopoly industries, enterprises, the pace of reform; Actively promote the enterprises'reform, and promote business process reengineering, Improve the system of workers actively working to strengthen the autonomy of enterprises. In the big macroeconomic trends, guide enterprises to innovative recycling. In the market development, gradually focusing on the lower wages transferred to the R & D cost, set up the better specialized division of labor system;Encourage and support the production of services for enterprises to build their own industries in the characteristics of research and development institutions.;Make the market mechanism to play an important role in regional coordination and in the development. Actively explore the adjustment mechanism of the regional development interest. Based on natural resources and comparative advantages, make clear the functions of the different cities.This paper is divided into six sections. The first section is to give out the background and significance to choose this topic as my thesis. The second section is the introductions of the main theories focusing on the producer services. Then this paper extract the soul ideas basing on the producer services' category. The third section is comprehensive comparison, including the comparisons of overall situation, the producer services employment structure comparison and the producer services comparison of international trade expositions; The forth section is talking about the comparison of the impact of producer services factors in these countries, throughing the elements conditions, demand conditions, the comparison of FDI and other related industries comparative analysis of the reasons for the lagging development of our country's producer services; The fifth section is the comparison of some key and specific producer services industries. This paper selectes three fields industries to compare, such as Information Services, Logistics and Transport Industry, and R&D. From that we can find that the China's producer services' advantages and disadvantages; The sixth section is the conclusions of the policy recommendations, by describing the current situation and development of Chinese producer services. At the end section, this paper gives out some systematic suggestions which are rich of practical significance.
