The railway is the main artery and a popular means of transportation in our country. It plays a very important role in our traffic and transportation system. According to The Programming of The Metaphase And Long-term Railway Nets, set down by the Ministry of Railways, by 2020, the railway of our country will reach to 100,000 km in length. The transportation capacity will basically meet the need of our national economy and social development. And the technology will be up to or close to the international standards. In order to achieve this ambitious goal, we should invest about¥2,000,000,000,000 Yuan. That is to say, we should invest¥100,000,000,000 Yuan each year. However, the main financing method is the railway construction funds and bank loans, which can't fulfill the investment need just mentioned above.Long lack of the construction capital has great negative influence on the speed of railway construction. We must reform the investing and financing system and create new methods to make the subjects of investment pluralistic and the financing methods multiple. Only in this way, can we ensure the funds of construction of the railway nets. How to speed up the reform of the investing and financing system, how to remedy the abuse on system, how to quicken the pace of marketing financing to meet amounts of money needed for railway construction is an important question faced by us.On the basis of discussing the related theories of the investing and financing system reform, this paper analyzes current situations and existing problems of the investing and financing system, and puts forward corresponding reform Countermeasures in the light of the author's working experience in the railway project department. Except for the prologue, the whole paper can be divided into three parts. The prologue summarizes the important literatures which study the investing and financing system both at home and aboard. The first part of this paper summarizes the related academic tools of the investing and financing system reform and defines the conceptions about the investing and financing system. It also redefines the related conceptions about the investing and financing system and re-understands the net characteristic, natural monopolization, commonweal and the differences of investment and construction of the railway industry. The second part makes a statement about the current reform situations and existing problems of the investing and financing system reform of the railway construction. Then it affirms the achievements that we have made. But at the same time, we should also realize that there are many problems that are needed to solve, such as the simplex subjects of investment, the limited financing methods and useless accessorial reform measures. It also analyses the main cause of the problems is that there isn't a clear line between the functions of the government and enterprises. The third part of the paper discusses the Countermeasures to the investing and financing system reform. On the basis of establishing the guideline which is to make the subjects of investment pluralistic, it represents the methods of making the subjects of investment pluralistic and puts forward corresponding reform Countermeasures. In the end, it probes into other Countermeasures that are needed to study in the future.The creativeness of this paper is that it points out that the ultimate cause for the unsuccessful investing and financing system reform is that there isn't a clear line between the functions of the government and enterprises, based on the combination of the author's working experience with related theories. Then it concludes that it is essential to make a clear line between the functions of the government and enterprises. Therefore, it is necessary to object the monopolization of the railway industry.
