Research On The Development Of The SMEs With Government Supporting In Investing And Financing Way

In the stage of the world economy, the small and medium-sized enterprises (SMEs) have already turned into an irreplaceable and indispensable role from the supporting role for large enterprises in the past. Whether in the highly developed countries, or in the emerging developing countries, the SMEs are playing an increasingly significant part in promoting the development of national economy, optimizing resource allocation, driving private investment, increasing employment, improving the innovation ability and promoting consumption. Developing the small and medium-sized enterprises vigorously has become the consensus of every government. Furthermore, the governments are focusing on how to promote the development SMEs.Nowadays, our country is growing from the primary market economy to the mature market economy. This transition is a government-dominant system reform. The characteristics of SMEs made the supporting task become a governmental affair. Considering the SMEs’important role of the national economy, as the leader of macroeconomic regulation and control, the government should use several policy tools combined with some specific way of investing and financing to guide and support the development of the SMEs.At present, our government supports the SMEs in investing and financing way, including financing guarantee, policy banks’ supporting, financial aid, tax incentive and cost reduction. The developed countries have advanced experience in this field, such as the United States, Europe, and Japan. China’s practice still remains to be improved. Therefore, we can learn from their good practices or advanced experience, combine it with our specific national conditions, and make better policies to promote the development of the SMEs in our country.From the perspective of the government’s supporting for the SMEs’ development, this article firstly analyzed the basic theory of the government’s supporting for the SMEs using the way of investing and financing, and elaborated the necessity of government’s support in investing and financing way. Secondly, it summarized the present main problems of supporting the development of the SMEs by the government in investing and financing way. Thirdly, it analyzed the developed governments’policy to support the SMEs, such as the United States, Europe, and Japan, and summed up the experience and enlightenment for our country. At last, combining the specific situation of our country currently and the economic environment at home and abroad, put forward some recommendations in order to improve the government’s supporting for the development of the SMEs in investing and financing way.
