The Study Of The Investing And Financing System In City Infrastructure Of Hunan Province

The chief bottleneck in Chinese urbanization is the lacking of funds in city constructions. And the bottleneck becomes more pressing and conspicuous with the speeding up of the process of urbanization. The quality of infrastructure investing and financing level of Hunan, as a middle province in China, is disproportional compared with its city scale and lower than other provinces in China. Therefore, through the analysis of qualitative and quantify to the actuality of the municipal infrastructure in Hunan, consulting with the experience of the advanced city and adopting the theory of item partition, we establish the investing and financing system, which will tally with the disciplinarian of the market economy.This thesis, based on the labor value theory, the public production theory and the related investing and financing theory, introduces the status quo and problems of the infrastructure construction and circulation in our country and Hunan province. In addition, it also exposes some existing problems in Hunan urban infrastructure investment finance system by crosscut and intersect ways. Then, analyzing these problems, with the project-differentiation theory and constructing multiple investment system which includes government investment system and social investment system, it makes up the objective model of the reforming of the system of investing and financing. Next, discussing the advantages and disadvantages of the existing model of the Hunan city infrastructureinvestment and finance, with the new international model------itemcorporation system, designing the new model of Hunan city infrastructure investment finance. Finally, analyzing the existing financial ways, using the new financial ways, it gives some advice for the reform of Hunan city infrastructure finance pattern.
