The industrial cluster has already become a worldwide economic phenomenon, and has been taken seriously by more nations and the region government. Practice has proved that the industrial cluster has become a common feature of today's industries with international competitive advantages and an effective way to reinforce industrial competitive power or from a regional competitive advantage.Study on tourism industry cluster is a kind of research to the tourism phenomenon that carries on in terms of industry cluster. At present, though the tourism industry cluster phenomenon widely exists, and there is further development trend, however, the direct research on theoretically to the tourism industry cluster is still at primary stage. This is incompatible with the growing practice of tourism industry cluster. Summarizing the practice of tourism industry cluster and carrying on the theoretical research to tourism industry cluster, can not merely enrich basic theories of tourism industry cluster, offer reference and consult to the government for making policies of tourism industry and can also guide the development of tourism industrial cluster in Changbai Mountain.This article has tried to summarize the general theory of the tourism industrial cluster. And finally, the paper elaborate on countermeasures for development of tourism industrial cluster in Changbai Mountain.
