It is a principal question to establish scientific and reasonable tourism developing stratagem for county tourism. The theoretical discuss and a case study for county tourism developing stratagem establishment are done, which are based on these theories, such as the positional theory, the tourism image theory, the theory of geographical diversity, the competitive theory, the systemic theory , the tourism psychology theory , and so on. The study methods of this paper include literature method, field method, combinative method of qualitative and quantitative measures, and so on.The conception and content of county tourism developing stratagem are discussed and the scope of the study is defined firstly. Then the problems of county tourism development are analyzed and the key to solve the problems is pointed out. The total thought of county tourism developing stratagem establishment is offered. According to the actual situations of county, as the four aspects of county tourism developing stratagem establishment, establishment of tourism-themed image, establishment of strategic goal, establishment of strategic emphases and establishment of specific developing stratagem are studied. The correlated important questions of tourism developing stratagem establishment are analyzed. As an example, tourism developing stratagem for Shizhong County of Zaozhuang City is established. The results are as follows:(1) The lack of high-grade tourism resources in most county leads to many problems, such as lower cognitive tourism image and so on. Because of these, the key to the development of county tourism is that tourism resources should be integrated to foster tourism attraction and create core competitiveness.(2) The total thought of county tourism developing stratagem establishment is offered: first, with nurturing tourism attraction and creating the core competitiveness as the guiding ideology, through synthetically Studying the geographical context, the cultural context, the tourist market , the competitive environment and so on , the tourism-themed image are brought up. Then around the tourism-themed image, combining the geographical context, the cultural context, the tourist market and the competitive environment, strategic goal of tourism is instituted. Then according to the tourism-themed image and the strategic goal, the strategic emphases and the specific developing stratagem are confirmed. (3) About investigation of the competitive environment, in addition to investigating the existing competitors, it is requisite in particular to seriously investigate the possibility and competitive strength of the potential competition.(4) When establishing the county tourism-themed image, the following aspects are considered: tourism-themed image need to suit their existing and potential major tourist Markets; tourism-themed image is single or complex as the case may be; faced to a competitive environment, the vicious competition is as far as possibly avoided; tourism-themed image is or not appropriate for a longer period of time.(5) It should be central that strategic goal of county tourism is established from the present and future needs of the tourists and it should be weakened from the perspective of the county tourism development.(6) Because the majority of county lack high-grade tourism resources, in a general way, their Strategic emphases first choose major tourism projects, then choose infrastructure construction like traffic establishment, important tourism services establishment, etc. (7) When specific developing stratagem for tourism is established, the following aspects should be analyzed: the overall context, building attractions for tourism, the relationship with the surrounding region, the destination marketing, the supporting aspect, the ensuring aspect, etc. The establishment is not necessarily exhaustive and it needs selection according to the specific circumstances of the County.(8)Some important conclusions are found by seriously analyzing the important issues relating to establishment of county tourism developing stratagem. For example, the regional cooperation stratagem is actualized easily in three types of the regions: first, only cooperating by the two regions can form a integrated tourism product,and the product is quite important to the two regions; second, the tourism products of the two regions form a strong complementary trend each other; Third, the two regions belong to a higher level of region, and the superior region has a stronger dominant.(9)Through using the theory of county tourism developing stratagem establishment, the tourism developing stratagem of Shizhong County of Zaozhuang City is established:"It is a place of seeing the coal industry developing history of China, a new Zaozhuang and a frolic park with the hills and water"as the tourism-themed image,"creating one of the well-known tourist destinations in Shandong with landscape tourism and leisure, Village tourism, coal industry tourism and red tourism, creating the tourism services base of Zaozhuang City " as the strategic goal,"enhancing the Scenic Spots of Guishan hill, creating Zaozhuang coal industry tourism district, building city tourism and leisure services base"as the strategic emphases,"the stratagem of leisure, the innovative stratagem, the driven stratagem using the scenic spots with high Quality, the stratagem with linking many spots into a line, the stratagem as a biggish scope of services base, the regional cooperation stratagem, the stratagem as a southern gateway to the mountains and the stratagem of sustainable development"as the specific developing stratagem.
