Status Quo Of Agricultural Extension And Construction

The reinforcement of modern agriculture construction is the effective approach to increase peasants' income,improve agriculture integrative output,and also provides a solid base for constructing a socialist new countryside.Presently,agriculture and rural economics in China are entering a new development period.Agricultural production is now transited from quantitative type to qualitative type,from extensive farming to intensive farming.It is agriculture science and technology that realize the sustainable development of agriculture. Meanwhile,the preference interim of agriculture of china as a member of WTO will be ended in the near future.Because of the national conditions of the huge population and limited farming land,it is impossible for China to provide peasants with large-scale agricultural allowances.So agricultural production will have to be faced with the challenges of advanced agricultural technology and management.Agricultural extension system plays a fundamental role in protecting our national agriculture development.So its construction must be reinforced.Agriculture extension organization at the country and town levels was an important part of china agro-extension system,was the frontier of agriculture technique extension, was also the link between the government and peasants,and has made great contribution to agriculture production in our country over a long period.But,agriculture extension organizations in China were traditionally established by administrations,which inevitably resulted into inefficient management system,too many administrations at higher levels, inadequate financial inputs,improper extension measures,etc.These limitations made the agriculture extension work more administrative-oriented,rather than market-oriented. Meanwhile the extension technicians are not properly qualified,the extension staff is not stable.The responsibilities of the extension institutions and agricultural enterprises were mixed.The public welfare function of agricultural extension has been weakened.And other agriculture service organizations related to agricultural production were not properly developed.All these have developed into barriers to ago-extension,made ago-extension in China inadaptable to the development of modern agriculture.It is urgent that the experiences at home and abroad be summarized to improve the services of agricultural extension organizations at country and town levels and to promote the new socialist countryside construction.Based on the investigations and analyses of domestic and foreign agro-extension systems,modern agriculture extension theories and on the investigations into agriculture extension system in Hanjiang district,the problems of agriculture extension system at country and town level were put forward.New development thoughts and rationalization suggestions were also put forward for the reform of agriculture extension system in country and town level,including reforming the system,activating the mechanism,and perfecting policy.
