With the development of society, the project is becoming more and more important, the ability of project management of the enterprise paves the way of the enterprise's sustained development. Now that the project manager is the core of the team and playing more and more essential role to the success of the project, the project manager with which kind of competence can achieve the project better and increase the successful rate of the project?This article just wants to do some research about the competency model of the project manager and its application. Based on a lot of theoretical analysis, we build the model of the project manager ,also ,we gave more behavior explanation and the method of how to establish each factor weight to this model, enriching the theory research results of the competency model of the project manager. After that ,we do some research about the application of the model ,such as the selection,the performance management and the training of the project manager, wishing to play the reference role to the human resource management of the enterprise and improve the successful rate of the project.The competency model of the project manager totally has three levels. First, we build the objective level of the model, namely the competency of the project manager. then, through a lot of analysis, we obtain the criterion level of the competency model which contain three criteria, namely skill, interrelation of people and motive. After that, through separately analyzing each factor which includes in the three criteria, we get eleven competency elements in the factor level, namely Specialized knowledge and skill, the ability of collection of information, comprehensive thinking ability, the ability of conflict management, the power of influence, team cooperation, the leadership, communication ability, achievement oriented, initiative and self-confidence, then we construct the competency model of the project manager. Based on the model, we gave more behavior explanation and the method of how to establish each factor weight to this model. The anticipated innovation of the article is mainly in the following two points. the first one is that based on a lot of theoretical analysis, we build the model of the project manager, also, we gave more behavior explaneition and the method of how to establish each factor weight to this model, the past research has not involved .the second one is that we do some research on the application of the model to the human resources management of the enterprise, the past research about this aspect is very few.
