China Telecom Operators 3G Operational Risks Controlling Research

Nowadays, the global telecom industry, promoted by the rapid progress of communication technology, has entered a pivotal age focusing on the development of high-speed mobile network. Telecom industry is now undergoing a transformation from the traditional sound business age to a complicated communication age, with high quality sound, digital disposal, multimedia, mobile wideband, and individuation. At the present, the 3G communication network has already displayed some features, such as high mobile velocity, multimedia complicated network.Up to the present, the evolution of China mobile network has went through several different periods, from the oldest stimulant mobile communication system to GSM/CDMA mobile communication, and now the newest communication system is forming. China has promulgated three kinds of 3G standard, including WCDMA, CDMA2000 and Chinese standard TD-SCDMA, in which the TD-SCDMA is now constructing the test commercial network.While 3G provides a great opportunity to the entire industry chain involving Telecom operators, manufacturer and ISP Internet, it also brings a big challenge and risk. The risk is mainly from the Macro policies, consumption demand and the uncertainty of application mode for 3G main operation.Through comparing the evolutions of the 3G business of the overseas operator, and using their experience for reference, the thesis analyzes and elucidates the challenge and risk that is presented on 3G mobile communication in China, and presents the reasonable operation strategy of telecom industry in 3G age. With the consideration of the domestic economic situation, the influence of government policy and the demand of industry programming synthetically, this paper analyzes the risk which would be encountered in the process of operating 3G and the main factors which would influence the developing tactic of 3G network, and puts up a set of feasible operation strategies: aiming at continuous development and based on cost predominance which is formed by controlling technology patent, search a continuous and controllable development path, which emphasizes on the investigation of TD-CDMA in order to promote the rationalization of industry competition. Firstly,to determine TD-SCDMA mobile operators is the preferred technical standards;secondly, Based on the existing mobile communications networks to form WCDMA and CDMA2000 technology standard 3-G network,promoting industry competition Optimization;finally, avoid all kinds of risk during the operation and find out some mature operation risk countermeasures for Chinese 3G telecom operators.
