The joining to WTO makes the Service with a later starting in china come into a critical age. The service is facing a severe compact from the countries with matured service while enjoying the opportunity. In order to survive in the competition war all over the world, the service in china must act in the following ways: the first, improving the quality of existed service by strengthened management; the second, taking the differentiation to accelerate the founding of the unknown market.Quality management takes a prominent role in the developing of operating with high quality and lower cost. As the first step in management, quality planning playing the role of lever that can win more in low cost. By quality planning, enterprises can reduce 80% of failure cost with cheap preventing. The quality planning holds an incomparable advantage in quality and cost control.Differentiation was made to meet the variety of the demands in its beginning. The differentiation by subdivision in market provides the enterprises with large profit. But with the differentiation's going, the opportunity is becoming little and little, the competition is sharpened. So some enterprises begin to keep their eyes on the place beyond the existed market—unknown field. The fresh differentiation brings more uncompetitive market. But differentiation is charged with heavy risk and investment cost.The combination between quality planning and differentiation will resolve the conflict resulting from the differentiation and cost. It is helpful to carry out differentiation with lower cost.
