From the history of human, the relationship between ecological environment and economic development was complicated. Natural material is a scarce resource with economic value, the condition of pricing, transport and utilization efficiency on a regional, to some extent, reflects the structure of region’s economic. This study is based on MFA (material flow analysis) and DEA (data envelopment analysis) of Liaoning Province environmental economic system status.First, we use material flow method to build a complete analysis of regional framework, dividing input and output material into specific categories. In according with the law of conservation of mass, explore the material flow of input-output structure and trends in Liaoning Province during1990to2011. The results show that the growth of direct material economic and direct material input in Liaoning Province between1990and2000are not obvious, but has a significant increase with steep slope upward after2000. Among them, the DMI has403.515million tons in1990, and increased to965.19million tons in2011, Increased by2.39times. The curve of total material input (TMI) and total material requirement (TMR) show "N"-type growth. In recent decades, Liaoning metallic minerals, industrial minerals and fossil fuels, the amount of the total mining has been high, basically reached more than70%. Carbon dioxide emissions occupy the first place, If not improve the status in time, the ecological environment in Liaoning Province will soon certainly fragile. Hidden flow data reveals the energy consumption after2000is surging, because the serious imbalance between production and marketing, Liaoning has no choice but transferred large Numbers of energy from outside every year, in2011the number has reached140.7639million tons, while the number of output has only39.3312million tons. In examining the material consumption intensity (MCI) and environment eco-efficiency (EEE), we found economic output of relative material weight in need is reducing year by year, environment improvement is significantly, Which means the government did a good job, but overall still exists in economic development mode.Secondly, use DEA model to measure the comprehensive efficiency of material flow account. To avoid the slack variable redundancy in the results of DEA, Learning theory from Kaoru Tone who proposed the SBM in2001, then we can distinguish more than one DMU Belong to the DEA efficiency, using Super-SBM model to improve the model. This paper investigates the material flow efficiency, environmental efficiency and the whole economic efficiency, The results show that in the material flow efficiency assessment, technical efficiency has been in a high efficiency levels, while comprehensive efficiency has a curve growth affected by scale efficiency, they all have a DEA efficiency in2011. Assessment of environmental efficiency, technical efficiency has always belonged to minor fluctuations in the smooth and efficient state, while the overall efficiency is still constrained by the returns to scale, the two first slow growth from low to high, after short-term volatility, reached a relatively stable in2008. In the whole economic efficiency, the comprehensive efficiency, technical efficiency and scale efficiency curve were from0.85to1.15, the overall level of efficiency is higher.Finally, summarize the contradictions and problems from economic environment in Liaoning, exploring the province’s green economy program, give some suggestions. Encourage the development of replacement industries in Liaoning, optimize the industrial structure; improve resource utilization while exploring the development of new technologies; emphasis on the economic effects of green consumption.
