In performance management practice, we often prefer only laying store by standard performance to construction object, performance replaces performance management which has only related to salary. As a result, performance management falls into formalism and can not work, because of what above mentioned. Management has not acted its own play, the cause is that enterprise makes have not thought much of performance management and have not formed a set of completely model about performance management system.This paper has analyzed and designed synthetically performance management appraisal system about how to build performance management system of suitable coal enterprise with the method of modern performance management theory and performance appraisal, on the basis of practice and research for coal enterprise in China.First, in accordance with performance management theory, practice and develop tendency home and aboard, we point out academic base and its prerequisite about building performance management model in coal enterprise. Combined with management statue and performance management feature in coal enterprise in China. On the basis of comparing to current latest performance management system and appraisal method of home and aboard. In the meantime, we have analyzed the relation among every layer of performance management in coal enterprise.Second, on the basis of what above mentioned, using foreign advanced synthetically performance management theory for reference ,we have designed performance management appraisal system in our coal enterprise and studied its realizable way including performance plan, making and perfecting staffs career plan, performance practice and supervision, informal tutor, performance appraisal, performance feedback, performance prompting, ect. In every aspect of thought way and operation program, this will provide apply of coal enterprise performance management model with method and instruction. When we set up performance objectives, synthetically using Key Performance Indicators(KPI),Balanced Score Card(BSC) and Management By Objectives(MBO),we divide strategic objectives in coal enterprise into specific workable objectives step by step in according to the order of the organizationâ†'departmentâ†'staffs, combined staffs number and department with enterprise strategic objectives, we also have analyzed practical condition in our coal enterprise performance management.At last, for example, the YS mine of Datomg Coal Group, we have analyzed and studies indictors, design and practice operation analysis of coal enterprise performance management appraisal system. Up to now, we have reached a good result.
