This is the most popular tourism region of inland China, which is found with quite abundant tourism resources.The government shows great initiative to promoting tourist industry with a good momentum of growth, therefore promoting tourism cooperation of Pan-Pearl River Delta will create broad prospects. As the"framework agreement of regional cooperation in Pan-Pearl River Delta"signed in 2004, the tourism cooperation has gradually put into practice from ideal. The Pan-Pearl River Delta tourism cooperation is a system project which needs all parties of"9+2"and all concerned departments of central government to do meticulously in research and commonly make progress with concerted efforts. This project must be based on and maintained by scientific tourism industry policy and tourism cooperation system. In view of that, a series of existing problems and obstacles from regional tourism cooperation in the Pan-Pearl River Delta must be found out to formulate a feasible tourism industry policy and to create a sound tourism cooperation mechanism."The game theory"has provided an effective and rational way of research for that.According to the cooperation game theory, the Super-additivity of benefits produces at least one benefit distribution program accepted by all cooperation parties of Pan-Pearl River Delta. This distribution program not only matches the rational conditions from individual and collectivity (pareto optimality), but also is considered reasonable by the association. Because of the program, each member of Pan-Pearl River Delta gives up the short-term benefit to achieve long-term one instead to ensure constancy of tourist cooperation. Draw on the experience and mode of the game theory and the pareto optimality theory, this essay divides the Pan-Pearl River Delta into three kinds of regions as free cooperation region, difficulty coordination region and distinguished one. The government should publish some tourism industry policy with flexible distinction in different type of regions.
