The Impact Of Regional Tourism Cooperation Policy On The Development Of Tourism Industry In Yangtze River Delta

With the enactment of the Tourism Law of the PRC,the Several Opinions on Promotion of the Reform and Development of Tourism issued by the State Council,as well as other laws and regulations,local governments have implemented characterized regulations and policies,which implies that a legal and policy system on tourism has been preliminarily built up in China.Considering its ability to stimulate such relevant industries as service,catering,and construction,tourism is becoming a new source of economic growth in the New NormalIn the late 1980s,some areas in China have begun to explore regional cooperation in tourism,which in recent years is thriving with the energetic support of national policies.The Yangtze River Delta,the Beijing-Tianjin-Hebei Region,the Pearl River Delta and the Xiamen-Zhangzhou-Quanzhou region are among the best-developed regions in regional cooperation in tourism.As a result,regional tourism cooperation policy has emerged in those areas.The feedback of the implementation of the policy needs evaluation to produce.Such questions as how well it has worked so far,whether it promotes the development of tourism,to what extent it can affect tourism are those demanding immediate answers.However,empirical analysis on the impact of regional tourism cooperation policy on the development of tourism is currently insufficient.Given that,this paper takes SU-ZHE-WAN-HU Tourism Integration Framework Agreement cosigned by Shanghai,Jiangsu,Anhui and Zhejiang as an example,and analyzes whether there is impact on tourism in the Yangtze River Delta after the implementation of the regional tourism cooperation policy.It firstly summarizes relevant literature and concludes those factors may affecting the development of tourism in Yangtze River Delta,then adopts SPSS's curve estimation,and interrupted time series to evaluate the effects of the regional tourism cooperation policy.The results of this study show that the regional tourism cooperation policy has promoted significantly the development of tourism in Shanghai,Jiangsu and Anhui.Zhejiang's tourism,however,is affected by not so much this policy as national economic and social factors.The author analyzed the results and concluded the Yangtze River Delta's experience in development under the regional tourism cooperation policy,to provide references for other regions.
