Study On The TPL Operation Pattern And Strategy Of Jinan Railway Bureau

With the economics globalization deeper and deeper , it becomes the important topic for enterprise that obtains the long-term survival and the sustained development in the intense competition and diversified market environment. The key point to this topic means the enterprise whether to establish the pattern that adapted the external environment with own characteristics. In the new market environment, it is inevitable choice for railway transportation enterprise's milestone development that adopts supply chain management idea, reforms the railroad freight pattern and the method, improves the service quality, broads service scope.The railway company must depend on the principal business for modern logistic development, not only participate in the logistic construction positively, but also establish own operation pattern and core competitiveness rapidly. Otherwise, the only thing for railroad's company may become the vehicle for third party logistics ,and will lose more and more logistic market share .We must set up the logistic idea, look for the accurate breakthrough point, and choose practical way to accelerate the railroad modern logistic development.This thesis attempts to take research on the development of the third party logistic pattern and the strategy of Jinan Railway Bureau, then discusses the way which China Railway transportation Enterprises take to transform to the modern logistic company. It has certain reference value to the changes of the railway transportation enterprise.The research mainly includes four parts:⑴Discussed the modern logistic theory and the company strategy theory, including the third party logistic theory, the supply chain management theory, the SWOT analysis method and the cost leading and the variation strategy⑵Using the SWOT analytic method, analyzed the internal and the external environment of the freight transportation development of Jinan Railroad Bureau and the strength and the weakness of it .It has proven the strategy that Jinan Railway Bureau should take is that speed up the logistic development.⑶Presented the third party logistic centralism model's operation pattern and the characteristic, analyzed Jinan Railway Bureau tradition freight transportation pattern characteristic, studied Jinan Railroad Bureau to develop the third party logistic pattern, including the resources integrated, the operation main part and the service content, the range of service and so on, then determined Jinan Railroad Bureau different third party logistic pattern in different period.⑷Studied the third party logistic development strategy of Jinan Railroad Bureau, including establishing plan , the competition strategy , the organizational structure, the work flow ,the operation way, information system's construction and the company core competitiveness and so on.This thesis tell us : In the third party logistic development process , Jinan Railway Bureau should develop function logistic pattern in the initial period .With the third party logistic service's development as well as the enterprise maturity's gradual enhancement, it may improve the service level, develop the comprehensive logistic pattern, then make Jinan Railway Bureau successfully change to the modern logistic enterprise .
