In this paper, I comparatively analyse calculation methods of the level of productivity at home and abroad, screening the suitable approach for the marine industry, on the basis of a comprehensive analysis of the concept of productivity and the related economic theories. On this basis, referring on marine index system, establish index system of marine industry productivity levels. Using mature Data Envelopment Analysis (DEA), set up evaluation model of the marine industry productivity, and make empirical research. Include the following aspects, specific estimate of static DEA efficiency for the level of productivity of Chinese marine industries; estimate of the efficiency of the dynamic TFP and sorting through the efficiency of the TPF progress of coastal provinces and cities productivity; factor analysis for restricting the growth of Chinese marine industry productivity. Through the calculation and analysis of the level of marine productivity, make proposals for the development of marine productivity on the basis of the main input, as a reference for the relevant departments to take measures to promote the development of marine industry productivity levels.Chapter 0, "preface". From the status quo of Chinese marine economy and Practical problems at this stage, this paper analyse the necessity of developing marine industry and calculating the productive forces ,and clear the goal and idea of studying marine industry calculations on the level of development of productive forces.Chapter 1, "researching on productivity and calculating theory of productivity ". From the development of the concept of productivity, this chapter analyses the concept and features of green productivity, on the basis of which, set up the definition of productivity. This chapter also studies relative theories of calculations for productivity, the main of which include theory of economic growth and productivity economics.Chapter 2, "Productivity Measurement Methods". After analysing the calculation of economic productivity on land both at home and abroad, this chapter proposes characteristics and inadequacies of the productivity calculation methods at this stage. And choose Data Envelopment Method as a major calculation method. On the other hand, this chapter also tells us about the development process, principle, steps and improved method of DEM and evaluates it.Chapter 3, "studying the status quo of marine industry productivity". On the basis of distinguishing basic concepts that is between marine productivity and marine industry productivity, considering existing classification standards for marine industry of China, this chapter studies the development of Chinese major marine industries. In conjunction with the development of the main pillars of the marine industry, such as the marine tourism, marine transport, marine oil and gas industry and marine fisheries at this stage, this chapter analyses the development trend of Chinese marine industry.Chapter4," studying the calculation of the marine industry productivity". On the basis of Studying on constituted elements, such as the natural, social and technological ones, of productivity in the marine industry, this chapter establishes measured index system of marine industry productivity and studies input/output index and major subjects. Choose one of Data Envelopment Analysis that is Malmquist, productivity index, as a dynamic measure of the development of productivity. Also choose modal C2R as calculation method under the assumption that is a static invariable scale.Chapter 5, "empirical study for measuring marine productivity". By Chinese marine economic data in 2005, this chapter measures Chinese marine industry productivity, and analyes the results. Through data in 2004 and 2005, this part calculates TPF total factor efficiency of Chinese marine industry productivity, sorts coastal provinces and municipalities. This chapter studys constraints for the development of Chinese marine industry productivity, gives policy recommendations for the further development of Chinese marine industry productivity in conjunction with the results of model calculations. Chapter 6, "concluding remarks". This chapter elaborates on the major contents and conclusions of this paper, points out the innovation and clears the research direction.
