Study On R&D Performance Of China's High Technology Industry

As a carrier to transform high and new technology into practical productive forces, hi-tech industry has already become a modern new impetus to the economic growth and take the important position of international competition. Research and Development (R&D) is the core of the entire scientific and technological activities, promoting science and technology transforming into practical productive forces. It is the source of the hi-tech industry's development. It builds up corporations' competitive force and plays a very key role to sustain and get rapid development .The degree of supporting the R&D activities indicates the intensity of a national's technology innovation and the ability to create, it is also a direct reflection of a country's scientific and technological strength. As hi-tech industry carrying R&D activities vigorously and continuing increasing R&D investment, vigorously carrying out R&D performance evaluation is of great realistic significance of the moment.This paper takes intramural expenditure for R&D and full-time equivalent of R&D personnel as input variables, takes industrial output value of new product and owning inventive patent as output variables, uses Malmquist productivity index based on DEA method separately analyzing and evaluating the Total-factor productivity change and it's composing-technical change,pure technical efficiency change and scale efficiency change of each of our hi-tech industries; large and medium-sized hi-tech enterprises; state-owned and state-controlled hi-tech enterprises and joint ventures; eastern,mid and western regions' hi-tech enterprises, sums up their R&D activities' experiences and lessons learned, puts forward advices of enhancing R&D performance to deal with the R&D investment decision-making and management .Studying shows: While China's economic construction has been a great achievement, the development of our hi-tech industry is still far behind of the developed countries. The aspect of policy framework, our hi-tech industry is not building a sound institutional environment; The aspect of fixed asset investment ,China's hi-tech industry has a severe phenomena in redundant construction, resources waste, serious imbalances in regional development; The aspect of enterprises themselves, R&D input strength is insufficient, innovation is weak, efficiency benefits is low, personnel is lack. The aspect of China's hi-tech industries' external environment, the developed countries set up obstacles on the development of China's hi-tech industries.In order to let our hi-tech industry develop healthily, we should strengthen our hi-tech industry's system environment construction to facilitate the development of hi-tech industries' institutional innovation; vigorously promote scientific and technological infrastructure; optimize the fixed assets investment structure; raise investment quality to strengthen its development; improve the development of hi-tech industries' external environment; actively promote its international process; actively promote hi-tech applications, the development of new energy resources, and a recycling economy. China's hi-tech industry should adapt the request of the times, seize opportunities, meet challenges, only so, it can be invincible in the market economy full of tremendous opportunities and challenges.
