Study On Operating Mechanism In Different Modes Of University-Industry-Research Institute Alliances

With the acceleration of the globalization process of economy and technology, the technological innovation has become all-important for enterprise, region and the whole country's development and competitiveness improvement. Due to the shortness of intelligent resources, the University-Industry-Research starts to be enterprise's first tactic to reach their strategic target through innovation and development together with university and research institute by sharing same risk and benefit. However, because of its short development history, lackness of successful experience and limit of complex macro-and micro-environment factors such as policies, markets and enterprises, it has long tortuous road for China's University-Industry-Research institute alliance to go. On this condition, how to choose the right development mode of University-Industry-Research institute alliance turns to be important and critical for both enterprise and the country, which requests not only suitable for macro-economy, industry and internal alliance structure, but also making good use of two means of the government and the market, establishing sound and efficient operation mechanism, optimizing the utilization of scarce resources just like capital, talent, equipment, information, and maximum improving the efficiency.Using the systematic thought and method, this paper makes comprehensive analysis on both domestic and international support theories and researches on University-Industry-Research institute alliance. It studies on the different development modes of University-Industry-Research institute alliance in both USA and Japan which we can use for reference, analyzes every dominant force and limits in the development process in current domestic ones, then proposes the choice of alliance tactics based on classifying different kinds of operating mechanism and each critical factors. This paper also designs two mechanism modes oriented by government and market, and give out evaluation by selecting key indicators and DMU analysis. Finally, it makes both positive analysis and improvement of the University-Industry-Research institute alliance in the equipment manufacturing field of Harbin. The purpose of this paper is to give theory, method and tactic support for the development of University-Industry-Research institute alliance in China.
