The essence characteristic of agricultural industrialization is a specialized division of labor and coorperation based on the division of agriculture industry system.The original intention is looking for a kind of valid form of market organized to remove"small peasant, big market".With the developing of the agriculture market, another function of agricultural industrialization is showing, helping to turn a division of labour,extend industry chain and strengthen agriculture industry system.As a key corpus in the progress of agricultural industrialization, the condition of the leading enterprises decide the result of agricultural industrialization in a very great degree.We have obstained lots of success for more than ten years's investigates and practices .The scale industry appered in parts of regions .But the system which mode is that the market takeing leading enterprises, lenading enterprises taking the base and the base takeing peasant household has not formatted.They have owed the frame of industry clusters but not have advantage of competitive and innovation The development of leading enterprises faces more obstacle. One is the benefits between the leading enterprises and the peasant.The other is the scale performance of the enterprises.Currently,the agricultural industrialization are faceing new opportunity and challenge .Its development should have a new way.This paper examine the development of the leading enterprises based on seting up agricultural industry cluster.There are three reasons which leaded to the group leader business enterprise facing to difficulty. Firstly, the development way of the agricultural industrialization turns wroung. The policy of agricultural industrialization support the leading enterprises but not the small business enterprises. Secondly, there is the system blemish with the organized form of "company+ peasant " which baffles the extension of enterprises.Finally, the development of industry which support agriculture is not enough and the network effect in the district cannot format.By comparing different agricultural industry cluster, we found that leading enterprises are important in the influence and development of the agricultural industry cluster.They can effectively draw on more related enterprises to gather together.So,we put forward to gather the development way of cluster based on the leading enterprises. Based on the life cycle theories,the paper analyzed group leader business enterprise and agriculture industry gathering the process of cluster, from the agriculture industry of embryonic, growth, maturity and decline four stages.It also analyzed a cluster effect between group leader business enterprise and the agriculture industry gather.Drow on the study,the paper analyzed the competition ability impact factor and the development of vegetable industry cluster in Shandong province by empirical research,in order to exam the analysis of the agricultural industry clusters based on leading enterprises whether is reasonable. Finally, this paper put forward the policy suggested on development of agriculture industry clusters from the level of leading enterprises and government.
