Forest resources community co-management is proposed on the basis of developing the useful and discarding the useless of "island" and "fortress" types of totally close nature conservation mode. At the present stage, China's nature conservation work is mostly confined to enclosure protection status, which relies on administrative and legal means and unilateral emphasis protection. Lacking of community interest expression mechanism, compensation mechanism, excitation mechanism and a series of institutional framenwork security, it also deprives community villagers' effective management and rational utilization rights to local resources, which made community and their interdependent natural resources stripped and isolated, aggravates the contradictory between nature conservation and community livelihood, loses cooperation chance between resource administration sections and community, and hampers community enthusiasm and initiative in participating resource management. Consequently it is necessary to establish the position of "forest resources community co-management" by comparative study of different regions and cases, and achieve the goal of forest resources effective management and community livelihood development.On the basis of measurement and assessment of community social capital in Baishuijiang Nature Reserve, this study analyses the influence of community standard, trust and relationship on forest resources community co-management, and discusses how to introduce and adjust forest resources community co-management mode in accordance with different community's actual conditions, promote community development capacity by cultivating and constructing community social capital, exploit community social capital forces to guide farmers express their development will independently, exert dynamic role of farmers to participate resource management and community development, make community actions be consistent with nature conservation goals, thereby establish sustainable development mechanism of economy, society and resources in nature reserve, promote harmony between human and environment and accomplish integrative and coordinated development of forest-edge community. |
