Study On Jing-Jin-Ji Region Coordinated Development Based On Complex System Theory

From the point of system view, region coordinated development is a typical complex system, and achieving region coordinated development is a complex system project. Overall region coordinated development is the inevitable request of realizing scientific development attitude, and it is also the development priority of the state"11th five-year plan"period. As one of the three major economic growth regional of China, Jing-Jin-Ji region coordinated development is one of the hot problems which have greatly attracted remarkable attention in academia, governments and managers. And they have made multifaceted, extensive, in-depth theory study and practice groping. But, Generally speaking, the development course of this region is slow, and positive interaction mechanism has not yet formed, which are not compatible with domestic and international environment and the objectives and requirements of Jing-Jin-Ji region coordinated development.This thesis studies on the Jing-Jin-Ji region coordinated development based on complex system theory, with hope of enriching the theory of region coordinated development and directing practice of Jing-Jin-Ji region coordinated development. The content consists of three parts:The first part: theory analyzing. This part is the second chapter of the thesis. Eased on summarizing the complex system theory and region coordinated development theory, this chapter defines the meaning and describes the characters of region coordinated development system, accordingly, arguments the necessity and feasibility. And then it proposes the achieving course of region coordinated development.The second part: the analyse and evaluation of Jing-Jin-Ji region coordinated development status. This part is the third chapter of the thesis. This part establishes the evaluation index system and use principal components analyze method to make a comprehensive evaluation on the status of Jing-Jin-Ji region coordinated development. Based on the evaluation result, it analyze the major problem in Jing-Jin-Ji region coordinated development.The third part: study on the mechanism and countermeasures of Jing-Jin-Ji region coordinated development. This part conclude the forth and the fifth chapters, which is the hardcore of the thesis. We study the mechanism of region coordinated development mainly from two aspects, which is self-organization and hetero-organization. Firstly, based on the dissipative structure theory, the synergetics and the hypercycle theory, we propose the self-organization mechanism of region coordinated development, which is entropy reduce mechanism, fluctuation mechanism, driving mechanism and evolvement mechanism, through analyzing the critical factor, the inner drives, the expression form and the realization way of Jing-Jin-Ji region coordinated development. Secondly, we study the control mechanism of Jing-Jin-Ji region coordinated development. In this sector, we establish the control model of region coordinated development, and in the guidance of the model, we propose the conception of establishing the Hall for Workshop of Meta-synthetic Engineering of Jing-Jin-Ji region coordinated development. Thirdly, based on the above studies, we propose the countermeasures of Jing-Jin-Ji region coordinated development.
