Research On Region Ecosystem Certification Mechanism

The paper tries to design a universally used certification institution system of sustainable development—the Region Ecosystem Certification (REC) on the condition of keeping current administrative management system and legal responsibility. To make profits, certification applicants can transfer using right of eco-label"REC"to any enterprises or organizations in the certification region through market transaction, and transfer the demand of using right of eco-label"REC"to the demand of REC, to create new marketing power of region sustainable development.REC proposed by the paper is a new system, totally different from current ones. Firstly, according to the principles of entity propertification of visual environment right and region allocation of environment cost posed by economics, management, ecology, REC has scientific foundation on its definition and institution design. Secondly, with reference to Methodology of CDM, it is ecology-technology-economy indicators model of REC that is built according to the ecological-economics principles. Thirdly, region ecosystem management enterprises (REME) is deduced by firm theory of Coase and theory of labor division, and game theory can be used to proceed with operating institutions of REME. Finally, modern economics principle and method can be used to analysis the using right of eco-label"REC"and prove REC market mechanism, bring forward the conceptions of"similar trademark right"and"unit utility price", and design the"using first, assessment and then"formula to assess the using right of eco-label"REC"to avoid from the uncertainty of income method.A series of empirical study including consumer survey, intermediary survey, producer survey and case analysis demonstrates that: REC system has definite marketing power, and the theoretical design of REC system is feasible. The environment analysis shows that: China has the environment of rules by law, political environment and social base to practice REC.
