Industrial cluster has attracted much attention from governments and scholars, and they have yielded fruitful results, which hence contribute a lot to the regional development. However, the two major limitations still remain. On the one hand, in terms of the complexity of industrial cluster, some fail to conduct an in-depth research on generation and evolution of the complex phenomenon of industrial cluster. On the other hand, concerning the previous approaches, such approaches to studying industrial clusters basically follow the way of exploring their essence from top to down. And the cases of industrial clusters are so overwhelming that little is done by means of computer simulation.In response to the above limitations, this present study adopt the combination of top- down and bottom-up to study the industrial cluster system from the perspective of complex systems. First, on the basis of the previous theory of research on industrial clusters, the industry cluster system for a complex adaptive system will be defined by means of theories and methods of evolutionary economics, ecology, evolutionary systems and other related disciplines. And this system has a multi-level structure, characterized as "emerging", self-organizing and adapt. Secondly, based on the comparative analysis of the industrial cluster system and the ecological system, the ecological characteristics, together with the growth model and the spatial distribution of dynamic, will be discerned, contributing to constructing the model of the artificial life, the model used for the propagation of industrial cluster system, and evolutionary process simulation. Finally, from the aspects of the number of stocks, the life cycle, by analyzing result about the Huning line information industry clusters, the model is proved to be scientific and effective. And by analyzing simulation results, three conclusions will be made. First, the choice of clustering strategy influences the survival cycle; second, clustering competition between individual enterprises outweighs cooperation; third, the evolution of industry cluster is a natural process.
