At the present day, industrial clusters become wide-spreading phenomena in economy. The function of government in the formation and development of industrial clusters is disputable in academic circles. In order to solve this problem, this article is focus on the rules in development of industrial clusters. Further more, some advice is given to the government in helping industrial clusters develop better. In this article, we look on the industrial clusters as groups to find the rules. Then, the author studies the development and evolution of industrial clusters. The industrial cluster is considered as a biological community, and a mathematical model of an industrial cluster's logistic growth is built. Based on the logistic curve of industrial cluster, the author recognizes three evolution stages of industrial clusters: germination, rapid development, and maturity. The internal and external factors which influence the trajectory of the industrial cluster are found through analyzing the parameters of the model. The author also studies the transformation of industrial cluster when the parameters of the model change rapidly. Besides, the author put life circle into industrial clusters, Based on the ecological ways, the theory life circle introduce to industrial cluster study. We hope the displinarian of cluster development clarify by doing it. Also, in this way we can define the characters of each stage for enterprises and governments to find the right solution to the problem in every stage. So the sustain can be achieved. Niche also is put into this article to describe relations of enterprises in industrial cluster, such as competition, intergrowth and autoeciousness. A viewpoint that difference between enterprises in industrial clusters is the most important thing to make the industrial cluster better and better.
