This paper take the analysis of the contradistinctive proportion between the factors which affect the proprietor's choice of the project management contractors in PMC mode, using the methods of expert's interviews , analytic hierarchy process, demonstrational analysis and etc., in an attempt to establish a Standard scale to evaluate the project management contractors in PMC mode. The conclusion of this paper can be used as the references when proprietor chooses the project management contractors in PMC mode, moreover, this conclusion can play a role in the bidding work of other project management mode.The main conclusion gained are as follows:1. In the commercial evaluation, the costs and fixed remuneration dominate a direct bearing on the overall project cost; remuneration rates ,the remuneration of the excess tender take the second place, which decide the other components cost of the project; rewards and punishment terms and payment terms are complementary.2. In the technical evaluation, based on its signifiable effects of the PMC contractor's quality management capacity, the schedule management capacity and risk management capability, the constructionmanagement capability is the most important index for the technical evaluation of the PMC contractors; PMC contractor's IT sectormanagement capacity, the project Financing capacity take the second place; thirdly is the contractor's procurement management capacity, HSE management capability and experience, while PMC contractor's business reputation and financial strength as a reference for the proprietor's choose.The innovation lies in this: First, in the study, the author collects dates using Delphi technique and ameliorates the Delphi technique, raises out that Delphi technique must take into account the needs of external customers, to enable the collection of data more representative . Second, analyses the bidding process in PMC mode, and according to the improved process, the author determines the PMC contractor's evaluation principles, fixes out the evaluation model of PMC contractors finally. Besides, the author analyses the collected dates demonstrational, finds out the importance of the factors which affect the proprietor's choice of the project contractors combined with the evaluation model, to provide a quantified bases for proprietor's choice of the project contractors.
